乡村振兴,产业兴旺是基础。近年来,各地以农业农村现代化为总目标,以农业供给侧结构性改革为主线,依托农业农村资源,以农民为主体,以一二三产业融合发展为路径,发掘农业多种功能,开发乡村多重价值,延长产业链、提升价值链、打造供应链,农业品牌,乡村品牌建设,乡村产业保持(chi)良好(hao)发展势头。
(一(yi)(yi))乡(xiang)土特色(se)(se)产(chan)业(ye)快速发展(zhan)。乡(xiang)村(cun)(cun)(cun)(cun)(cun)产(chan)业(ye)依托(tuo)乡(xiang)村(cun)(cun)(cun)(cun)(cun)特色(se)(se)资源,发挥(hui)村(cun)(cun)(cun)(cun)(cun)镇(zhen)农业(ye)资源和(he)自然生态比较(jiao)优势(shi),因地制宜(yi)发展(zhan)特色(se)(se)种(zhong)养、特色(se)(se)食品(pin)(pin)、特色(se)(se)编织、特色(se)(se)制造和(he)特色(se)(se)手工业(ye)等乡(xiang)土产(chan)业(ye),涌现出(chu)“一(yi)(yi)村(cun)(cun)(cun)(cun)(cun)一(yi)(yi)品(pin)(pin)”示范村(cun)(cun)(cun)(cun)(cun)镇(zhen)2400个(ge),推(tui)进(jin)整村(cun)(cun)(cun)(cun)(cun)开发、一(yi)(yi)村(cun)(cun)(cun)(cun)(cun)带(dai)多村(cun)(cun)(cun)(cun)(cun)、多村(cun)(cun)(cun)(cun)(cun)连(lian)成(cheng)片。形成(cheng)了10万个(ge)特色(se)(se)鲜(xian)明的小(xiao)宗(zong)类、多样化乡(xiang)土产(chan)业(ye)“三(san)品(pin)(pin)一(yi)(yi)标”,创(chuang)响了一(yi)(yi)批(pi)“土字号(hao)”“乡(xiang)字号(hao)”特色(se)(se)产(chan)品(pin)(pin)品(pin)(pin)牌(pai)。建设特色(se)(se)产(chan)业(ye)园(yuan),建成(cheng)甘肃定西(xi)马铃薯、江(jiang)西(xi)赣(gan)南脐(qi)橙(cheng)、陕(shan)西(xi)洛川苹果、湖北潜江(jiang)小(xiao)龙虾、重庆(qing)涪陵榨菜等一(yi)(yi)批(pi)特色(se)(se)产(chan)业(ye)集(ji)群。
(二)农(nong)产(chan)(chan)(chan)品(pin)(pin)(pin)加(jia)(jia)(jia)工(gong)(gong)(gong)流通稳步(bu)提升。深入推(tui)进(jin)(jin)(jin)农(nong)产(chan)(chan)(chan)品(pin)(pin)(pin)加(jia)(jia)(jia)工(gong)(gong)(gong)业提升行动,统筹推(tui)进(jin)(jin)(jin)农(nong)产(chan)(chan)(chan)品(pin)(pin)(pin)产(chan)(chan)(chan)地初加(jia)(jia)(jia)工(gong)(gong)(gong)、精(jing)深加(jia)(jia)(jia)工(gong)(gong)(gong)和(he)副(fu)产(chan)(chan)(chan)物(wu)循(xun)环利(li)用。农(nong)产(chan)(chan)(chan)品(pin)(pin)(pin)产(chan)(chan)(chan)地初加(jia)(jia)(jia)工(gong)(gong)(gong)稳步(bu)推(tui)进(jin)(jin)(jin),全国近(jin)10万(wan)个(ge)种养(yang)大户、3万(wan)个(ge)农(nong)民合作社、2000个(ge)家(jia)庭农(nong)场、4000家(jia)龙头企(qi)业,建(jian)(jian)设了15.6万(wan)座初加(jia)(jia)(jia)工(gong)(gong)(gong)设施,新(xin)增(zeng)初加(jia)(jia)(jia)工(gong)(gong)(gong)能力(li)1000万(wan)吨,果蔬等(deng)农(nong)产(chan)(chan)(chan)品(pin)(pin)(pin)产(chan)(chan)(chan)后损(sun)失率从(cong)15%降至6%。农(nong)产(chan)(chan)(chan)品(pin)(pin)(pin)精(jing)深加(jia)(jia)(jia)工(gong)(gong)(gong)快速(su)发(fa)展,加(jia)(jia)(jia)工(gong)(gong)(gong)产(chan)(chan)(chan)能向(xiang)主产(chan)(chan)(chan)区(qu)和(he)优势区(qu)布局,重心向(xiang)大中城(cheng)(cheng)市郊区(qu)、加(jia)(jia)(jia)工(gong)(gong)(gong)园(yuan)区(qu)、产(chan)(chan)(chan)业集聚区(qu)和(he)物(wu)流节点下沉,推(tui)动加(jia)(jia)(jia)工(gong)(gong)(gong)企(qi)业由小(xiao)到大、加(jia)(jia)(jia)工(gong)(gong)(gong)层次(ci)由粗(初)向(xiang)精(jing)(深)发(fa)展,加(jia)(jia)(jia)快改变(bian)农(nong)村卖原(yuan)料、城(cheng)(cheng)市搞加(jia)(jia)(jia)工(gong)(gong)(gong)的格局。2018年,规模以上农(nong)产(chan)(chan)(chan)品(pin)(pin)(pin)加(jia)(jia)(jia)工(gong)(gong)(gong)企(qi)业7.9万(wan)家(jia)、营(ying)(ying)业收入14.9万(wan)亿元。副(fu)产(chan)(chan)(chan)物(wu)综合利(li)用水平(ping)不断提升,引导加(jia)(jia)(jia)工(gong)(gong)(gong)企(qi)业生产(chan)(chan)(chan)开发(fa)安全优质、营(ying)(ying)养(yang)健康、绿色生态的各类食(shi)品(pin)(pin)(pin)及加(jia)(jia)(jia)工(gong)(gong)(gong)品(pin)(pin)(pin),促(cu)进(jin)(jin)(jin)资源循(xun)环高(gao)值梯次(ci)利(li)用。同时,统筹农(nong)产(chan)(chan)(chan)品(pin)(pin)(pin)产(chan)(chan)(chan)地、集散地、销地批(pi)发(fa)市场建(jian)(jian)设,加(jia)(jia)(jia)强农(nong)产(chan)(chan)(chan)品(pin)(pin)(pin)物(wu)流骨干网络和(he)冷链物(wu)流体系(xi)建(jian)(jian)设。

(四)农(nong)村创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)业日(ri)渐活跃。截至2018年,各(ge)类返(fan)乡(xiang)入乡(xiang)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)业人(ren)员(yuan)累计(ji)达780万(wan),“田秀才(cai)”“土专家”“乡(xiang)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)客”等本(ben)乡(xiang)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)业人(ren)员(yuan)达3100多万(wan)。目前,农(nong)村创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)业人(ren)员(yuan)平(ping)均年龄45岁左右,高中和大中专以(yi)上学历的占(zhan)到40%,创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)办的实体87%在乡(xiang)镇以(yi)下,80%以(yi)上发展产业融合项(xiang)目,返(fan)乡(xiang)入乡(xiang)人(ren)员(yuan)50%以(yi)上利用信息技术(shu)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)业。认定农(nong)村创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)新(xin)创(chuang)(chuang)(chuang)(chuang)(chuang)(chuang)业园区(qu)和基地(di)1096个。
(五)乡村产(chan)(chan)业扶贫带(dai)动(dong)明显(xian)。贫困地区(qu)发展初加工,累计减损增收约20亿(yi)元(yuan)(yuan)。贫困地区(qu)培育农业产(chan)(chan)业化龙头(tou)企业1.4万家、农民合作社61万个。开展产(chan)(chan)销对(dui)接,带(dai)动(dong)贫困地区(qu)销售(shou)农产(chan)(chan)品超过500亿(yi)元(yuan)(yuan),促成签(qian)约项目(mu)300亿(yi)元(yuan)(yuan)。在22个脱贫任务重的省份(fen)培训带(dai)头(tou)人和大学(xue)生村官2万余人。
